One of the local authorities deems the vehicle missing one tire is an eyesore, after receiving a complaint from a citizen.

It could also involve an observant code enforcement officer thinking the vehicle is a three tire rust pile.

If those or similar events were to happen, the person named on the title will receive some unpleasant correspondence.
