Unpaid HOA dues

Hello,
We live in a six unit home owner association. One of the units has not paid their HOA dues since June08, and owes $1750.
There is no formal HOA board, but we have tried communicating our concerns to this unit's owners, with no results.
What should we do?

Look to your bylaws. What do they say about non-payment of dues? If they're silent, the HOA can sue the owner in small claims court.

Your HOA charges $650/month? Yikes.
 
I think maybe she meant of 2007? regardless is it even worth having an HOA with so few units?
