can a manager of a park from Century 21 pass around the park everyone's water bill is there a privacy act concerning that? Can they charge from Jan 2016-Dec 2016 even thou we had already paid from Jan-May and they took over in June 2016? Doesn't owners/ managers have to give a 30 to 60 day notice when changing something water or rent or ect...? How can the water company not charge a fee to read the meter but the owners fee is 16.77 almost same as water bill to read a meter that they are not paying anyone to do is this allowed? can they just make up a rate for the amount of the water bill?
 
If it happened to you, yes, all of that can be done.

I suggest you ask all of your questions about any of this of your landlord or park owner.

There's no privacy involved in utility bills.

Do you have a receipt for your payment for Jan-May? If you don't, you may end up paying it all over again. Good argument for keeping financial records forever.

It's 90 days notice per FL statute 723.037:

The "how" is explained by the "did." You are going to have to read your lease or rental agreement to see what you agreed to when you moved into the place.

If you agreed that management can charge you a fee, it doesn't matter how they arrived at it. As for not paying anybody to do it, if the part's employees do it then the park certainly is paying for it when it pays the employee's salary.
