Lets see what happens. The letter should suffice. If SSA is saying there's nothing to return, they may finally release the remaining balance- but I have my doubts, it's Citibank.
I found out today my employer offers a program that gives staff 30 minutes of free legal services (consultations) - waiting to see how Citibank responds before speaking with an attorney.
