Lets see what happens. The letter should suffice. If SSA is saying there's nothing to return, they may finally release the remaining balance- but I have my doubts, it's Citibank.

I found out today my employer offers a program that gives staff 30 minutes of free legal services (consultations) - waiting to see how Citibank responds before speaking with an attorney.

It's over. I escalated this to the district manager who was able to get it resolved. The letter from the SS administration stating she didn't owe any money was enough for Citibank to finally release the remaining funds.
