We're talking about NY here. There are cities, towns, and villages. There are no pieces of towns. That really has no meaning.

The boroughs of NYC are counties. NYC is the only city in the state that is comprised of more than one county.
Although for purposes of criminal procedure New York City is considered to be a single county.
